RTI Guidelines & FAQs

Who can apply?

Citizens of India may seek information held by or under the control of the University, subject to the Act. A request may be made in English, Hindi or the official language of the area. Reasons for seeking information are not required. Provide only personal details necessary to contact you.

Describe the records you need

Identify the subject, relevant dates, office and records as clearly as possible. You may request inspection, certified copies or electronic records. Do not include Aadhaar, passwords, bank-card details or unnecessary personal information.

Fees and Below Poverty Line exemption

Andhra Pradesh’s RTI (Regulation of Fee and Cost) Rules, 2005 prescribe ₹10 for public authorities other than village and mandal level authorities. Persons below the poverty line are exempt from fees under Section 7(5), with appropriate supporting evidence. Additional copying, inspection or other costs may be intimated under the applicable rules.

This portal records an approved offline payment reference or a BPL claim for office verification. It does not collect payment or verify a bank transaction. Obtain the University’s current authorised payee and payment mode from the RTI office before paying.

Time limits

  • Ordinary requests: normally 30 days from receipt under Section 7(1).
  • Life or liberty: information is to be provided within 48 hours.
  • Transfer to another public authority under Section 6(3): as soon as practicable and within 5 days.
  • Receipt through an APIO ordinarily adds 5 days. Third-party consultation and other statutory circumstances can alter the period.
  • The interval between a valid additional-fee intimation and payment is excluded under Section 7(3). Delayed information is to be supplied free under Section 7(6), where applicable.

The portal’s target date is an initial workflow reminder. The RTI office must assess the applicable statutory period and explain any adjustment in correspondence.

First and second appeals

A first appeal under Section 19(1) ordinarily lies within 30 days of the decision or expiry of the response period; delay may be condoned for sufficient cause. It should be decided in 30 days, or up to 45 days with reasons recorded in writing. A second appeal under Section 19(3) ordinarily lies within 90 days to the competent State Information Commission, subject to the Act.

The online appeal form links to an original request filed on this portal. For postal cases, contact the office for the offline first appeal route. Second appeals are not filed through this university portal.

Frequently asked questions

Can I use the Central Government RTI Online portal?

No. Its guidance excludes State Government public authorities. Use the University’s enabled intake service or its approved postal procedure.

Will my application be shown publicly?

No. Applications, contact details, attachments and private replies require your access code or staff authentication. A redacted appeal summary can be published only following a separate approval.

Is an access code the same as a registration number?

No. Save both when submitting. The access code is shown once and protects your case. Keep it private. Contact the office for assisted recovery after identity verification if it is lost.

Can a first appeal be filed after 30 days?

Explain the delay in the grounds of appeal. The appellate authority decides whether sufficient cause exists; the portal does not automatically reject a late appeal.
